After rescuing the mayor, Doctor Fate managed to apprehend Mister Who while his gang got away. Mister Who later uses his Solution Z to escape from a prison transport. He then proceeds to invade the home of a wealthy man named P.J. Moggan. Happening on the house, Doctor Fate came across Mister Who who managed to defeat Doctor Fate and get away in order to get his gang back together. While P.J. Moggan is being treated at the hospital, Mister Who posed as Moggan. Doctor Fate was able to defeat Mister Who and his gang and handed them to the police. Mister Who later uses his Solution X to escape from prison and shrinks enough to ride on the back of a bird. Then he meets up with his gang. When Doctor Fate goes after Mister Who and his gang, Doctor Fate is shrunken by Solution Z by Mister Who's henchmen and locked up. After breaking free, Doctor Fate starts to annoy Mister Who and his gang with his annoyance until Doctor Fate regains his true size. Then he proceeds to apprehend Mister Who and his gang.
