He was born on December 4, 1897, in
Poland. The family emigrated to the United States when Irwin was still a child. He attended the public schools in
New York City, and
DeWitt Clinton High School. He graduated
B.A. from the
College of the City of New York, and
J.D. from
New York University School of Law. He practiced law in New York City, and entered politics as a
Republican.
Pakula was a member of the
