After ADR collapsed and Azerbaijan became a part of Soviet Union, health system started to develop as a part of Soviet healthcare. However, there are significant improvements in healthcare system; Azerbaijani society suffers from inefficient and underfunded public healthcare. Organizational structure

It was one of the main functions of the state to ensure the health care for the population which was mentioned in the 1995 Constitution. The healthcare system is mainly divided between Ministry of Healthcare and local authorities. Central institutions, a number of facilities including republican hospitals, research institutes and sanitary epidemiology system belong to the Ministry. Local hospitals, district polyclinics and specialized dispensaries are owned by district and city administrations. Other ministries also manage health services in addition to their main service, such as Ministries of Transport, Defense, Customs with the hospitals of Railway, Defense and Customs respectively. The

TABİB

The Administration of the Regional Medical Divisions (TABIB) is responsible for providing medical services to state medical institutions in Azerbaijan, as well as for ensuring the management and oversight of these entities. With a workforce of over 100,000 employees and approximately 200 medical facilities countrywide, TABIB's primary objective is to deliver high-quality healthcare services to the citizens of Azerbaijan. Established in 2018, TABIB's core mission is to organize and enhance the provision of medical services across the country, while improving the quality of care delivered. Furthermore, TABIB aligns the operations of healthcare institutions with the requirements of the national mandatory health insurance system. The overall governance of TABIB is vested in the Supervisory Board, which consists of an executive director and four members. TABIB is continually striving to strengthen the efficiency of public health protection, ensure long-term sustainability of the healthcare system, and enhance the quality and accessibility of medical services in alignment with the latest standards. In pursuit of these objectives, TABIB has been actively collaborating with a variety of reputable partners and organizations at both bilateral and international levels.
