Bullard was born at
Norwich

, the son of Richard Bullard, who had founded the brewery company of Bullard & Watts in 1837. When Richard Bullard died in 1864, his three sons, Harry, Charley and Fred ran the brewery, erecting the new building in 1864 which still remains as a shell. In March 1895 the brewery was incorporated as a limited company.
In 1877, Harry Bullard was made Sheriff, and he was Mayor of Norwich in 1878, 1879 and 1886. At the
1885 general election Bullard was elected as one of the two
Members of Parliament (MP) for
Norwich

Deputy Lieutenant of Norfolk in 1887,
