Early parliamentary career

Toprak entered active politics in 1992, becoming a Member of Parliament for İstanbul's third electoral district in the 1995 general election. He was re-elected as an MP in the 1999 general election. During his term in Parliament, he served on the Interior Commission and on the presidential council of the State Owned Enterprises (KİT) Commission.
