He was New Haven County Attorney from 1942 to 1946, and again from 1949 to 1960. He served as acting judge of probate in the New Haven Probate Court in 1944-45. He was elected as a Republican to the Eightieth Congress (January 3, 1947 – January 3, 1949), but was unsuccessful for re-election in 1948. After his defeat he again served as corporation counsel for the town of North Branford, and resumed the practice of law. Foote died in
