Elbay Gasimzade ( az, Elbay Qasımzadə, born December 26, 1948) is an Azerbaijani architect, Honored Architect of the Azerbaijan SSR, Chairman of the Union of Architects of Azerbaijan.

In 1971-1975 he worked on the problems of landscape architecture, natural landscape, harmonization of buildings raised in different districts of Baku, etc. In 1976, he was engaged in urban planning problems at the graduate school of the Institute of Architecture and Art of the
Azerbaijan Academy of Sciences.
