Education and career
Born in Louisville, Ohio, Moinet received a Bachelor of Laws from the University of Michigan Law School in 1895. He was in private practice in Ithaca, Michigan from 1895 to 1899, and in St. Johns, Michigan from 1899 to 1913. He was prosecuting attorney of St. Johns from 1909 to 1915. He was a Judge of the Circuit Court for the 29th Judicial Circuit of the State of Michigan from 1918 to 1927.Federal judicial service
