Procedure

The entry into force of an
international treaty A treaty is a formal, legally binding written agreement between sovereign states and/or international organizations that is governed by international law. A treaty may also be known as an international agreement, protocol, covenant, conventio ...
usually takes several years. This is a complex process as each country needs to complete two steps to join: signing the treaty, and then ratifying it formally. The treaty enters into force only when a sufficient number of countries have ratified it (the number varies from one treaty to another). The signatory countries of this type of treaty organize, roughly once a year, a

(COP). Before each conference there is a preparatory meeting called the Subsidiary Body on Scientific, Technical and Technological Advice (SBSTTA) where governments negotiate the technical details of the treaty. The process is similar for the Earth Summit, which includes a series of preparatory pre-conferences.
