on July 22, 2021. In the role, Foote was a member of President Joe Biden's delegation to Moïse's funeral. On September 23, 2021, Foote resigned from his post of Special Envoy, effective immediately, citing the manner in which the United States had been handling the influx of Haitians who were fleeing their country's political unrest and natural disasters. In his resignation letter, Foote criticized the Biden Administration, writing "I will not be associated with the United States' inhumane, counterproductive decision to deport thousands of Haitian refugees and illegal immigrants to Haiti, a country where American officials are confined to secure compounds because of the danger posed by armed gangs in control of daily life". Foote also stated that the United States had ignored and dismissed his recommendations regarding U.S. policy in Haiti.
