Ireland was elected as a Republican to the Sixty-fifth, Sixty-sixth, and Sixty-seventh Congresses (March 4, 1917 – March 3, 1923). He served as chairman of the Committee on Accounts (Sixty-sixth and Sixty-seventh Congresses). He was an unsuccessful candidate for renomination in 1922. He resumed the practice of law at Peoria. He was appointed a director of the department of trade and commerce of Illinois in 1923, serving until his resignation in 1926. He died in
