Cleo Elaine Powell (born January 12, 1957) is a justice of the
Supreme Court of Virginia The Supreme Court of Virginia is the highest court in the Commonwealth of Virginia. It primarily hears direct appeals in civil cases from the trial-level city and county circuit courts, as well as the criminal law, family law and administrativ ...
. The first African-American female to serve on Virginia's highest court, she is also the fifth woman to serve on the court. On October 21, 2023, Justice Powell was sworn in for her second twelve month term, which now ends on July 31, 2025.

Upon admission to the Virginia bar, Powell worked at

She then re-entered the private sector as a corporate counsel for Virginia Power, and directed their employee services section until 1993. In 1993 following a conversation with former Richmond mayor and state senator Henry L. Marsh, Powell returned to the public sector, and would serve as a judge at every level of Virginia's judicial system.
