Biography

He became a member of the Political Security Department in 1946. During the Korean War, he was appointed vice-chairman of the South Pyongan Provincial People's Committee. After the end of the war, in June 1956, he was appointed as Chairman of the People's Committee of

. In August 1957, he was elected as a delegate to the 2nd Supreme People's Assembly and a member of the Budget Deliberation Committee at the first meeting of the 2nd Supreme People's Assembly. In July 1961, he was appointed as People's Chairman of
