Background

Following the pioneering development of atomic energy, and the
atomic bombings of Hiroshima and Nagasaki On 6 and 9 August 1945, the United States detonated two atomic bombs over the Japanese cities of Hiroshima and Nagasaki, respectively, during World War II. The aerial bombings killed between 150,000 and 246,000 people, most of whom were civili ...
, it was thought expedient to vest the control of the development and production of atomic energy in the UK government. The primary concern was national security: the power of atomic energy could be used to jeopardise the safety of the state. The Act gave the government control over what was envisaged to became a wide field of industrial activity, and to protect the country from the danger of a possible hostile attack.
