After the reorganization of the Derg announced on 29 December 1976, Alemayehu became Secretary-General, "a post with such ill-defined limits that it could confer vast powers." In short, Alemayehu Haile appeared at this point to be the most powerful member of the Derg, more powerful than his rival Mengistu. However, according to LaFort, Almayahu made a critical mistake by underestimating or even despising Mengistu; "it was out of the question that he would passively accept his personal elimination and the defeat of his views."
