The film begins in a city where monocracy prevails under the venomous politician Gulabchand Jhakotia along with the crudeness of his son Inspector Bhushan, DSP Anand Saxena, and a diabolic goon Bhika. Bharti a social reformer lives along with her younger brother Aadesh. Besides, Mr. D’Souza a patriot and the owner of a small-time newspaper ''Bharat Nagar Times'' explores the evil acts of Jhakotia. Aadesh loves his daughter Mary. Vijay a multimillionaire who always stands for the welfare of society is his fiancée of Bharti. Once, Bharti defies the offense of Bhushan to requite he tries to molest her. Here, Vijay arrives for her rescue but tragically, he is killed by Bhushan when infuriated Bharti slaughters him. Now, Jhakotia treacherously penal her for the two crimes and subjects her to severe torture and the abhorrent public against her. During that plight, Inspector S.P. Zanjeerwala Jagdishan a sheer cop arrives who challenges Bhiku and aids the public. Meanwhile, D’Souza collects the pieces of evidence against Jhakotia when Bhiku brutally kills him. Then, Jagdishan gallantly apprehends Bhiku. As a result, he is transferred but sticking to his principles Jagdishan resigns from the job. Spotting his sincerity, Anand reforms and turns as approval. Currently, it's time for the election and the party refuses to allow a ticket to Jhakotia but he forcibly acquires it. Meanwhile, Jagdishan acquits Bharti as guiltless and makes her stand as his opponent. Hither, Jhakotia & Bhiku onslaught on public and when severely wounded Bharti awakes them who cease baddies. At last, Bharti happily leaves her breath looking at their unity. Finally, the movie ends with the public giving a great tribute to her.
