Sandberg was born 22 May 1887 in

, the son of Otto Carl Sandberg, a merchant and his wife Anna Mathilde Wilian. He was educated as a bookhandler and then worked as a journalist and photographer for the weekly magazine ''Verdensspejlet'' (English: ''World's Mirror'').

Sandberg began in 1914 as a cinematographer and director for
