Qualification

A total of 16 teams qualified for the final tournament. In addition to Italy and Bulgaria who qualified automatically as hosts, another 10 teams qualified via five separate continental tournaments while the remaining 4 teams qualified via the FIVB U21 World Ranking. But, South Korea and China later withdrew and were replaced by Thailand and Poland respectively. In addition, Cameroon withdrew just before the beginning of the tournament.
