Biju Janata Dal joined NDA (BJP's side). The BJD won 69 seats, BJP won 38 seats. Seats won by NDA = BJD + BJP = 69 + 38 = 107 (higher than 74 -- the magic number). Whereas Congress, which was in power earlier, won only 26 seats (not enough for forming govt), overthrowing Sri Hemananda Biswal from power. So, NDA formed govt. and Sri Naveen Pattanaik became the CM. He appointed many MLAs from both BJP & BJD as ministers.
