The University of International Relations (UIR; ) is a public university in Haidian, Beijing, China. The Institute for International Relations, later translated into English as Institute ''of'' International Relations, was established in 1949 by the first premier of the People's Republic of China, Zhou Enlai, to train diplomats. It became one of the National Key Universities in 1960, and was one of the first in China to offer master's degrees. The union had its headquarters in Geneva. The UIR aimed to resolve international problems of broadcasting. Upper Information Region
In aviation, an upper information region (UIR) is a flight information region in the upper airspace above each country's lower airspace. It is not regulated by the ICAO and boundaries are often not standardized. The boundary between flight information regions and UIRs vary by country, but is usually above FL245 (24,500 feet) or FL660 (66,000 feet) depending on jurisdiction. They are used to manage high level traffic such as commercial airliners and military aircraft. Some countries may have their boundary below FL245. In France, the boundary between the FIR and UIR in French airspace is FL195 (19,500 feet). On the other hand, countries such as Tunisia do not separate between lower and upper airspace, merging both FIRs and UIRs into one controlled region. In many cases, multiple FIRs can be merged into one UIR, such as in France where the Bordeaux, Reims, Paris, Marseille and Brest FIRs all being under the France UIR above FL195. Unidentified Infrared Emission
The unidentified infrared emission (UIR or UIE) bands are infrared discrete emissions from circumstellar regions, interstellar media, star-forming regions and extragalactic objects for which the identity of the emitting materials is unknown. The main infrared features occur around 3.3, 6.2, 7.7, 8.6, 11.2, and 12.7 μm, although there are many other weak emission features within the ~ 5–19 μm spectral range. In the 1980s, astronomers discovered that the origin of the UIR emission bands is inherent in compounds made of aromatic C–H and C=C chemical bonds, and some went on to hypothesize that the materials responsible should be polycyclic aromatic hydrocarbon (PAH) molecules. Nevertheless, data recorded with the ESA's Infrared Space Observatory and NASA's Spitzer Space Telescope have suggested that the UIR emission bands arise from compounds that are far more complex in composition and structure than PAH molecules.
