Ugly Law
From 1867 to 1974, various cities of the United States had unsightly beggar ordinances, retroactively named ugly laws. These laws targeted poor people and disabled people. For instance, in San Francisco a law of 1867 deemed it illegal for "any person, who is diseased, maimed, mutilated or deformed in any way, so as to be an unsightly or disgusting object, to expose himself or herself to public view." Exceptions to public exposure were acceptable only if the people were subjects of demonstration, to illustrate the separation of disabled from nondisabled and their need for reformation. The Charity Organization Society suggested that the best charity relief would be to investigate and counsel the people needing assistance instead of providing them with material relief. This created conflict in people between their desire to be good Christians and good citizens when seeing people in need of assistance. Rehabilitation Act Of 1973
The Rehabilitation Act of 1973 () is a United States federal law, codified at et seq. The principal sponsor of the bill was Rep. John Brademas (D-IN-3). The Rehabilitation Act of 1973 replaces preexisting laws (collectively referred to as the Vocational Rehabilitation Act) to extend and revise the authorization of grants to States for vocational rehabilitation services, with special emphasis on services to those with the most severe disabilities, to expand special Federal responsibilities and research and training programs with respect to individuals with disabilities, to establish special responsibilities in the Secretary of Health, Education, and Welfare for coordination of all programs with respect to individuals with disabilities within the Department of Health, Education, and Welfare, and for other purposes. Almshouse
An almshouse (also known as a bede-house, poorhouse, or hospital) is charitable housing provided to people in a particular community, especially during the Middle Ages. They were often built for the poor of a locality, for those who had held certain jobs, or their widows, and for elderly people who could no longer pay rent. Poor House
A poorhouse or workhouse is a government-run (usually by a county or municipality) facility to support and provide housing for the dependent or needy. Workhouses In England, Wales and Ireland (but not in Scotland), "workhouse" has been the more common term. Before the introduction of the Poor Laws, each parish would maintain its own workhouse; often these would be simple farms with the occupants dividing their time between working the farm and being employed on maintaining local roads and other parish works.
