United Nations Security Council resolution 1199, adopted on 23 September 1998, after recalling Resolution 1160 (1998), the Council demanded that the Albanian and Yugoslav parties in Kosovo end hostilities and observe a ceasefire. Background The Security Council convened to discuss the fighting in Kosovo and in particular the indiscriminate use of force by the Serbian security forces and Yugoslav Army, which resulted in the displacement of 230,000 according to the Secretary-General Kofi Annan. The refugees had fled to northern Albania, Bosnia and Herzegovina and other European countries and the United Nations High Commissioner for Refugees (UNHCR) had estimated that 50,000 were without basic amenities. United Nations Security Council resolution 1160, adopted on 31 March 1998, after noting the situation in Kosovo, the council, acting under Chapter VII of the United Nations Charter, imposed an arms embargo and economic sanctions on the Federal Republic of Yugoslavia, hoping to end the use of excessive force by the government. Some countries had suggested a comprehensive arms embargo to be imposed against Serbia and Montenegro, including Kosovo. The Security Council condemned the violence that the Serbian police used against peaceful demonstrators, and the terrorist acts of the Kosovo Liberation Army. Slobodan Milošević
Slobodan Milošević (, ; 20 August 1941 – 11 March 2006) was a Yugoslav and Serbian politician who was the president of Serbia within Yugoslavia from 1989 to 1997 (originally the Socialist Republic of Serbia, a constituent republic of the Socialist Federal Republic of Yugoslavia, from 1989 to 1992) and president of the Federal Republic of Yugoslavia from 1997 to 2000. Formerly a high-ranking member of the League of Communists of Serbia (SKS) during the 1980s, he led the Socialist Party of Serbia from its foundation in 1990 until 2003. Born in Požarevac, he studied law at the University of Belgrade Faculty of Law and joined the League of Socialist Youth of Yugoslavia as a student. Yugoslav Wars
The Yugoslav Wars were a series of separate but related Naimark (2003), p. xvii. ethnic conflicts, wars of independence, and insurgencies that took place in the SFR Yugoslavia from 1991 to 2001. The conflicts both led up to and resulted from the breakup of Yugoslavia, which began in mid-1991, into six independent countries matching the six entities known as republics which previously composed Yugoslavia: Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Serbia, and North Macedonia (previously named ''Macedonia''). Yugoslavia's constituent republics declared independence due to unresolved tensions between ethnic minorities in the new countries, which fuelled the wars. Kosovo War
The Kosovo War was an armed conflict in Kosovo that started 28 February 1998 and lasted until 11 June 1999. It was fought by the forces of the Federal Republic of Yugoslavia (i.e. Serbia and Montenegro), which controlled Kosovo before the war, and the Kosovo Albanian rebel group known as the Kosovo Liberation Army (KLA). The conflict ended when the North Atlantic Treaty Organization (NATO) intervened by beginning air strikes in March 1999 which resulted in Yugoslav forces withdrawing from Kosovo. The KLA was formed in the early 1990s to fight against Serbian persecution of Kosovo Albanians, with the goal of uniting Kosovo into a Greater Albania. It initiated its first campaign in 1995 when it launched attacks against Serbian law enforcement in Kosovo. Abstention
Abstention is a term in election procedure for when a participant in a vote either does not go to vote (on election day) or, in parliamentary procedure, is present during the vote, but does not cast a ballot. Abstention must be contrasted with " blank vote", in which a voter casts a ballot willfully made invalid by marking it wrongly or by not marking anything at all. A "blank (or white) voter" has voted, although their vote may be considered a spoilt vote, depending on each legislation, while an abstaining voter has not voted. Both forms (abstention and blank vote) may or may not, depending on the circumstances, be considered to be a protest vote (also known as a "blank vote" or "white vote"). An abstention may be used to indicate the voting individual's ambivalence about the measure, or mild disapproval that does not rise to the level of active opposition.
