The Regional Council of Grand Est (french: conseil régional du Grand Est), formerly the regional council of Alsace-Champagne-Ardenne-Lorraine (french: conseil régional d'Alsace-Champagne-Ardenne-Lorraine), is the deliberative assembly of the region of Grand Est. Jean Rottner of The Republicans (LR) is the current president of the regional council. He was elected on 20 October 2017, following the retirement of Philippe Richert on 30 September 2017. History The regional council of Grand Est, previously Alsace-Champagne-Ardenne-Lorraine, was created by the act on the delimitation of regions, regional and departmental elections and amending the electoral calendar of 16 January 2015, which went into effect on 1 January 2016 and merged the regional councils of Alsace, Champagne-Ardenne, and Lorraine, consisting of 47, 49, and 73 regional councillors, respectively, into a single body with 169 regional councillors, following regional elections on 6 and 13 December 2015. Regional Council (France)
A regional council (french: conseil régional) is the elected assembly of a region of France. History Regional councils were created by law on 5 July 1972. Originally they were simply consultative bodies consisting of the region's parliamentary representatives plus an equal number of members nominated by the departments and communes. The decentralisation programme of 1982–1983 under President François Mitterrand provided for direct election which began in 1986 and increased the powers of the councils. Operation The assemblies elect their presidents who preside over the meetings and head the regional executive. Châlons-en-Champagne
Châlons-en-Champagne () is a city in the Grand Est region of France. It is the capital of the department of Marne, despite being only a quarter the size of the city of Reims. Formerly called Châlons-sur-Marne, the city was officially renamed in 1998. It should not be confused with the Burgundian town of Chalon-sur-Saône. Champagne-Ardenne () is a former administrative region of France, located in the northeast of the country, bordering Belgium. Mostly corresponding to the historic province of Champagne, the region is known for its sparkling white wine of the same name. Alsace

2015 French Regional Elections
Regional elections were held in France on 6 and 13 December 2015. At stake were the regional councils in metropolitan and overseas France including the Corsican Assembly and inaugural seats in the Assembly of French Guiana and Assembly of Martinique, all for a six-year term. The Departmental Council of Mayotte, which also exercises the powers of a region, was the only region not participating in this election, having already been renewed on 2 April 2015. There were 18 regional presidencies at stake, with 13 in mainland France and Corsica, as well as 5 overseas. Though they do not have legislative autonomy, these territorial collectivities manage sizable budgets. Moreover, regional elections are often taken as a mid-term opinion poll.
