Provinces ( zh, c=省, p=Shěng) are the most numerous type of province-level divisions of China, province-level divisions in the China, People's Republic of China (PRC). There are currently 22 provinces administered by the PRC and one province that is claimed, but not administered, which is Taiwan Province, People's Republic of China, Taiwan, currently administered by the Taiwan, Republic of China (ROC). Unitary State
A unitary state is a (Sovereign state, sovereign) State (polity), state governed as a single entity in which the central government is the supreme authority. The central government may create or abolish administrative divisions (sub-national or sub-state units). Such units exercise only the powers that the central government chooses to delegate. Heilongjiang
Heilongjiang is a province in northeast China. It is the northernmost and easternmost province of the country and contains China's northernmost point (in Mohe City along the Amur) and easternmost point (at the confluence of the Amur and Ussuri rivers). Changchun is the capital and largest city of Jilin, Jilin Province, China, on the Songliao Plain.
