The President of the Policy and Resources Committee (P&RC president), also known as the Chief Minister of Guernsey, is the head of government of Guernsey and chair of the Policy and Resources Committee of Guernsey, Policy and Resources Committee. The head of government is not directly elected by the people but rather by the legislature, the States of Guernsey. The current P&RC president is Lyndon Trott. Flag Of Guernsey
The flag of Guernsey was adopted in 1985 and consists of the red Saint George's Cross with an additional gold Normans, Norman cross within it. The creation was prompted by confusion at international sporting events over competitors from Guernsey and England using the same flag. It was designed by the Guernsey Flag Investigation Committee led by Deputy Bailiff Graham Dorey, Sir Graham Dorey. The flag was first unveiled on the island on 15 February 1985. The secret ballot, also known as the Australian ballot, is a voting method in which a voter's identity in an election or a referendum is anonymous. This forestalls attempts to influence the voter by intimidation, blackmailing, and potential vote buying. This system is one means of achieving the goal of political privacy. Secret ballots are used in conjunction with various voting systems. The most basic form of a secret ballot uses paper ballots upon which each voter marks their choices. Without revealing the votes, the voter folds the ballot paper in half and places it in a sealed box. This box is later emptied for counting. An aspect of secret voting is the provision of a voting booth to enable the voter to write on the ballot paper without others being able to see what is being written. Future Guernsey
Future Guernsey is a political movement in Guernsey focused on policy development and political advocacy. Originally founded in 2021 as a political party by Gavin St Pier, it was later de-registered and relaunched in November 2024 as an unregistered policy movement. Future Guernsey is deliberately structured to avoid registration as a political party, which prevents it from legally endorsing candidates but allows it to focus on policy development without electoral law constraints. Heidi Soulsby MBE, is a politician from the island of Guernsey. She has been a deputy of the States of Guernsey since the 2012 Guernsey general election and was the First female Deputy Chief Minister of Guernsey. She was made a Member of the Most Excellent Order of the British Empire (MBE) in the 2021 New Year Honours. Education Soulsby graduated with a BSc (Hons) in Geography from King's College London. 2020 Guernsey General Election
The 2020 Guernsey general election took place on 7 October 2020 to elect 38 members of the States of Guernsey. Originally scheduled to be held in June 2020, it was delayed a year to 2021 due to the COVID-19 pandemic before being brought forward to its final date. This election was the first on the island to include political parties, as the first ones were organised and registered in 2020. The parties were partly created to help candidates cope with the 2020 change to an Island-wide voting system, it being considered difficult and expensive for one candidate to reach out to the 30,000 electors, with those holding similar views being able to produce a joint manifesto for a party. It was equally difficult for electors to read 119 individual candidates' manifestos. Peter Terence Richard Ferbrache (born 1951) is an elected Deputy in the States of Guernsey, the parliament of Guernsey in the Channel Islands, and former president of the Policy and Resources Committee. Early life and education Ferbrache was born in Guernsey where he was educated at Elizabeth College before going to a law school in England. He qualified as a barrister in England in 1972. Career He returned to Guernsey in 1980 and was called to the bar as an advocate in March 1981, later becoming senior partner of Mourant Ozannes. Alongside his political career he remains a consultant and notary public at Ferbrache & Farrell LLP. Forward Guernsey is a political party in Guernsey launched on 11 April 2025. The party was created as an electoral vehicle to contest the 2025 Guernsey general election, adopting the manifesto developed by the separate Future Guernsey policy movement "in its entirety". The 2016 Guernsey general election was held on 27 April 2016 to elect 38 members of the States of Guernsey who will serve until 2020. There was a by-election in October 2016 to fill a vacancy in the district of Vale. Electoral system Following the 2012 general election, it was decided to reduce the number of seats from 45 to 38. This resulted in reductions to the number of seats in most electoral districts, although the districts themselves remained unchanged. Policy Council Of Guernsey
The Bailiwick of Guernsey operates a system of government by committees and consensus. The States of Deliberation is both parliament and executive, but it delegates some of its executive functions to policy-specific committees, which are known as States Departments, each of which is run by five political members, all of whom have equal voting power. Despite having explicitly rejected a proposal to adopt an executive/ministerial system of government in 2002, the head of each department was known as minister. They were, in effect, presidents or chairmen of their committees.
