The is the presiding officer of the House of Councillors, the upper house of Japan, and together with the Speaker of the House of Representatives (Japan), Speaker of the House of Representatives, the president is also the head of the Government of Japan, legislative branch of Japan. The president is elected by members of the House at the start of each session, and can serve two three-year terms, for a maximum of six years. The current president of the House of Councillors is Masakazu Sekiguchi, who took office on 11 November 2024. Selection The election of the president takes place on the day of the new session, under the moderation of the secretary-general of the House. The president is elected by an anonymous vote, and must have at least half of the votes in order to take office. Kenzō Kōno (, ''Kōno Kenzō'', May 14, 1901 – October 16, 1983) was a Japanese politician who served as President of the House of Councillors (1971–1977) and President of the Japan Association of Athletics Federations (1965–1975). Biography Kōno was born on May 14, 1901. Belonging to a political dynasty, he was the younger brother of his predecessor, Ichirō Kōno and the uncle of Yōhei Kōno (Ichiro's son); Tarō Kōno is his great-nephew. He graduated from the Waseda University. In his youth he was a long-distance runner and won stages of the Hakone Ekiden in 1921 and 1922. Naotake Satō
was a Japanese diplomat and politician who served as President of the House of Councillors from 1949 to 1953. He was a career diplomat who served as ambassador to Belgium and France in the 1930s. He briefly served as foreign minister under Prime Minister Senjuro Hayashi in 1937. He then served as ambassador to Italy and later to the Soviet Union, holding the latter position during most of the Second World War. After the war he was elected to the House of Councillors and served as its president. Early life and education Naotake Satō was born on 30 October 1882, in Osaka. He graduated from the in 1904, attended the consul course of the same institute, and finished studying there in 1905.
