The Police (, ) is the Poland, Polish national civilian Police, police force. It is a primary law enforcement agency in the country, tasked with providing public safety and order, investigating and preventing crime. Polish Police is headed by the Commander-in-Chief of Police of Poland, Commander-in-Chief of Police, subordinate to the Ministry of Interior and Administration (Poland), Minister of Interior and Administration. The Police is supported by municipal forces of City Guard (Poland), city guards, having less legal authority and with jurisdiction only over prosecuting contraventions. Milicja Obywatelska
Milicja Obywatelska (MO; ), known as the Citizens' Militia in English, was the national police organization of the Polish People's Republic. The MO was established on 7 October 1944 by the Polish Committee of National Liberation under Chief Commander Franciszek Jóźwiak to police Red Army controlled areas of Poland during World War II. It became the official police force with the founding of the Polish People's Republic in 1947, effectively replacing the pre-war '' Policja'' as the main uniformed civilian police of Poland during the communist era. The MO was headquartered in Warsaw while training for the force was conducted in the town of Legionowo. The MO was supported by two paramilitary formations: the elite Motorized Reserves of the Citizens' Militia (ZOMO) and the reservist Volunteer Reserve of the Citizens' Militia (ORMO). State Police () was the main police force during the existence of the Second Polish Republic in the years 1919–1928 and a uniform, military-style corps designed to maintain security, peace and public order in the years 1928–1939. City Guard (Poland)
The City Guard ( ) is the name given to the separate municipal police forces funded, directed and administered by some of the ''gmina'' (municipalities) of Poland. They operate in conjunction with the Policja, the Polish national police. The present arrangement for municipal police in Poland was created after the fall of Communism, partly to provide a 'counterweight' to a national police force, and partly to ensure that the needs of local communities were not neglected with such a centralized agency. City Guards have fewer powers than the Policja (for instance they do not have a power of arrest), and can only exercise what powers they have in their own municipality. They have jurisdiction over misdemeanors, supervise and protect the safety of citizens and property, and assist the Policja in public order, road safety and so on. The Military Gendarmerie (, ŻW) is a military police force established in 1990 in Poland as a specialized service of the Polish Armed Forces. The exact role of the gendarmerie has been historically difficult to ascertain, with several changes and developments since the fall of communism. Prior to the abandonment of conscription in 2009, the ZW was primarily concerned with the conscription efforts of the Polish Armed Forces and chasing down avoiders, however the unit returned to traditional military policing after this with a confusing hiatus of their public role and deployment for 10 years with ad-hoc deployment at the government's will. The history of Poland from 1945 to 1989 spans the period of Marxist–Leninist regime in Poland after the end of World War II.
