Net neutrality, sometimes referred to as network neutrality, is the principle that Internet service providers (ISPs) must treat all Internet communications equally, offering users and online content providers consistent transfer rates regardless of content, website, platform, application, type of equipment, source address, destination address, or method of communication (i.e., without price discrimination). A neutral country is a sovereign state, state that is neutral towards belligerents in a specific war or holds itself as permanently neutral in all future conflicts (including avoiding entering into military alliances such as NATO, Collective Security Treaty Organization, CSTO or the Shanghai Cooperation Organisation, SCO).
