Policing
The police are a constituted body of people empowered by a state with the aim of enforcing the law and protecting the public order as well as the public itself. This commonly includes ensuring the safety, health, and possessions of citizens, and to prevent crime and civil disorder. Their lawful powers encompass arrest and the use of force legitimized by the state via the monopoly on violence. The term is most commonly associated with the police forces of a sovereign state that are authorized to exercise the police power of that state within a defined legal or territorial area of responsibility. Police forces are often defined as being separate from the military and other organizations involved in the defense of the state against foreign aggressors; however, gendarmerie are military units charged with civil policing. Intelligence Cycle
The intelligence cycle is an idealized model of how intelligence (information gathering), intelligence is processed in civilian and military intelligence agency, intelligence agencies, and law enforcement organizations. It is a closed path (graph theory), path consisting of repeating vertex (graph theory), nodes, which (if followed) will result in Intelligence assessment, finished intelligence. The stages of the intelligence cycle include the issuance of requirements by decision makers, collection, processing, analysis, and publication (i.e., dissemination) of intelligence. Michael Chertoff
Michael Chertoff (born November 28, 1953) is an American attorney who was the second United States Secretary of Homeland Security to serve under President George W. Bush. Chertoff also served for one additional day under President Barack Obama. He was the co-author of the USA PATRIOT Act. Chertoff previously served as a United States circuit judge of the United States Court of Appeals for the Third Circuit, as a federal prosecutor, and as Assistant U.S. Attorney General. He succeeded Tom Ridge as U.S. Secretary of Homeland Security on February 15, 2005. Since leaving government service, he co-founded the Chertoff Group, a risk-management and security consulting company. He has also worked as senior of counsel at the Washington, D.C., law firm of Covington & Burling. The 7 July 2005 London bombings, also referred to as 7/7, were a series of four co-ordinated suicide attacks carried out by Islamist terrorists that targeted commuters travelling on Transport in London, London's public transport during the morning rush hour. Regional Information Sharing Systems
Regional Information Sharing Systems (RISS) is an information-sharing program funded by the U.S. Federal government whose purpose is to connect databases from local and regional law enforcement so that they can use each other's data for criminal investigations. In 1997, RISS created RISSNET, a network to interconnect many local, state, regional, and tribal law enforcement databases. In 2002, RISSNET was connected with the FBI's Law Enforcement Online system. In 2003, the National Criminal Intelligence Sharing Plan (NCISP) declared that RISSNET would be the official "backbone" for all unclassified, but sensitive criminal intelligence data traffic. Later that year, members were also given access to the Automated Trusted Information Exchange (ATIX) database, which contains information on homeland security and terrorist threats.
