An ''akim'' (, , әкімдер / ''äkimder''; ; , ) is the head of a local government in Kazakhstan and Kyrgyzstan. ''Akim'' is derived from the Arabic word '' hakim'', which means "ruler" or "governor". Definitions Kazakhstan In Kazakhstan, an ''äkim'' is the head of an ''äkimdik'', a municipal, district, or provincial government (''äkimdik''), and serves as the Presidential representative. ''Äkims'' of regions and cities are appointed to the post by the President on the advice of the Prime Minister. Meanwhile, the ''äkims'' of other administrative and territorial units are appointed or selected to the post in an order defined by the President. He may also dismiss äkims from their posts. Powers of ''äkims'' ends with the introduction into the post of new-elected president of the republic. Hakim (title)
and are two Arabic titles derived from the same triliteral root Ḥ-K-M "appoint, choose, judge". Hakīm (حكيم) This title is one of the 99 Names of God in Islam. Hakīm (alternative transcription Hakeem) indicates a "wise man" or "physician", or in general, a practitioner of herbal medicine, especially of Unani and Islamic medicine, like Hakim Ajmal Khan, Hakim Said, Hakim Syed Zillur Rahman, etc. Hakīm or Hakeem (, ) is also used for practitioner of Eastern medicine, those versed in indigenous system of medicines. Hakīm was also used more generally during the Islamic Golden Age to refer to polymath scholars who were knowledgeable in religion, medicine, the sciences, and Islamic philosophy. Kazakhstan is divided into 17 regions (; ; ; ) and 4 cities. The regions are further subdivided into districts of Kazakhstan, districts (; ; ; ). The four cities, Almaty, Baikonur, Shymkent, and the capital city Astana, do not belong to their surrounding regions. Initially there were 14 regions. On 16 March 2022, President of Kazakhstan, Kazakh President Kassym-Jomart Tokayev announced that three new regions would be created. The president of Kazakhstan, officially the president of the Republic of Kazakhstan is the executive head of state of the Kazakhstan and the commander-in-chief of the Armed Forces of the Republic of Kazakhstan.
