The College of Development Communication (CDC) is the ninth college established under the University of the Philippines Los Baños (UPLB). It is recognized worldwide as a pioneer College of Development Communication Profile from the UPLB Website http://www.uplb.edu.ph/cdc of development communication as an academic field. Dioscoro Lopez Umali (November 17, 1917 – July 1, 1992) was a Filipino agriculturalist and National Scientist of the Philippines awardee, known as "the Father of Philippine Plant Breeding."
