The U.S. state of Indiana is divided into Eastern Time Zone, Eastern and Central Time Zone (Americas), Central time zones. The official dividing line has generally moved progressively west from its original location on the Indiana–Ohio border, to a position dividing Indiana down the middle, and finally to its current location along much of the Indiana–Illinois border. The UTC offset is the difference in hours and minutes between Coordinated Universal Time (UTC) and the standard time at a particular place. Paul Eggert has been its editor and maintainer since 2005, with the organizational backing of ICANN. Spencer County is a county located in the U.S. state of Indiana. As of the 2020 census, the population was 19,810. The county seat is Rockport. Despite not being in the Owensboro Metropolitan Area, the entire riverfront of the city of Owensboro, Kentucky borders the southern tip of the county.
