Tenth National Congress Of The Communist Party Of Vietnam
The 10th National Congress of the Communist Party of Vietnam () was held in Ba Đình Hall, Hanoi from 18 to 25 April 2006. The congress occurs every five years. 1,176 delegates represented the party's 3 million members. At the 13th plenum of the Central Committee, held before the congress, it was decided that eight members of the Communist Party's 9th Politburo had to retire. While certain segments within and outside the Politburo were skeptical, the decision was implemented. Because of party rules, the congress was not empowered to elect the general secretary, and it held a survey on whom the delegates wanted to be appointed General Secretary. The first plenum of the Central Committee, held in the immediate aftermath of the congress, re-elected Nông Đức Mạnh as general secretary. Ba Đình Hall
The old National Assembly Building (Nhà Quốc hội), also Ba Đình Hall (Hội trường Ba Đình), was a public large building, located on Ba Đình Square across the Ho Chi Minh Mausoleum, in Hanoi, Vietnam. The building was used by the National Assembly of Vietnam for its sessions and other official functions. One of the architects was Nguyễn Cao Luyện (1907–1987, :vi:Nguyễn Cao Luyện, vi). The hall was demolished in 2008 to make room for a National Assembly Building of Vietnam, new parliament house. However archaeological remains of the old imperial city of Hanoi, Imperial Citadel of Thăng Long, Thăng Long, were found on the site and therefore the construction of a new building on the site was delayed. The Chairman of the National Assembly of Vietnam () is the legislative speaker of the Socialist Republic of Vietnam, presiding over the National Assembly. The National Assembly is, in the words of the constitution, "the highest representative organ of the people; the highest organ of state power". The PMU 18 scandal is a multi-million dollar political corruption scandal at the Vietnamese Ministry of Transport (''Bộ Giao thông Vận tải'', GTVT) at the beginning of 2006, which involved embezzlement, bribery, nepotism, and gambling. The scandal received extensive press coverage in Vietnam, a rarity in the one-party state. It generated a great public outcry in Vietnam and controversy in other countries and at organizations that provided Official Development Assistance (ODA) to the country. Due to the scandal, Transport Minister Đào Đình Bình was forced to resign and his deputy was arrested. Nguyễn Minh Triết (; born 8 October 1942) is a Vietnamese politician who served as the seventh President of Vietnam from 2006 to 2011.
