Supreme Administrative Court Of Finland
The Supreme Administrative Court of Finland (, ) is the highest court in the Finnish administrative court system, parallel to the Supreme Court of Finland. Its jurisdiction covers the legality of the decisions of government officials, and its decisions are final. Appeals are made to the Supreme Administrative Court from the decisions of the administrative courts of Helsinki, Turku, Hämeenlinna, Kouvola, Kuopio, Vaasa, Oulu, Rovaniemi and Åland, the Market Court, and the Council of State. In most issues, it is possible to appeal to the Supreme Administrative Court of Finland from the judgment of the administrative court. However, in some case areas of administrative law, an appeal requires a leave of appeal from the Supreme Administrative Court. The most important such area are insurance cases. The law of Finland is based on the civil law tradition, consisting mostly of statutory law promulgated by the Parliament of Finland. The constitution of Finland, originally approved in 1919 and rewritten in 2000, has supreme authority and sets the most important procedures for enacting and applying legislation. As in civil law systems in general, judicial decisions are not generally authoritative and there is little judge-made law. Supreme Court decisions can be cited, but they are not actually binding. Reino Iisakki Kuuskoski (18 January 1907 – 27 January 1965) was a Finnish jurist, born in Loimaa. Kuuskoski was a member of the Agrarian League. He performed ministerial duties in Finland on two occasions. His first ministerial appointment was between 17 November 1953 and 5 May 1954 as Minister of Justice as part of Finland's 37th Government. His second ministerial appointment was between 26 April and 29 August 1958 as Prime Minister of Finland's 43rd Government. Both governments were caretaker governments. During his career Kuuskoski also performed the duties of the President of the Supreme Administrative Court of Finland. Kuuskoski was also Finland's seventh Parliamentary Ombudsman and one of the principal persons renewing Finnish municipal legislation. Urho Jonas Castrén (30 December 1886, in Jyväskylä – 8 March 1965, in Helsinki) was a judge, serving for 27 years as the President of the Supreme Administrative Court of Finland. During the constitutional crisis of 1944, Castrén, representing the National Coalition Party, became Prime Minister of Finland for a brief period. Biography Urho Jonas Castrén was born 30 December 1886, in Jyväskylä to Johannes Castrén and Amanda Ulrika Jussilainen. He attended the Lyceum of Jyväskylä, completing his studies of the classics in 1904 and earning a legal degree in 1907. He took his Master of Laws in 1910 and obtained a degree in rights in 1912.
