The Finnish Government (; ; ) is the executive branch and cabinet of Finland, which directs the politics of Finland and is the main source of legislation proposed to the Parliament. Åland ( , ; ) is an Federacy, autonomous and Demilitarized zone, demilitarised region of Finland. Receiving its autonomy by a 1920 decision of the League of Nations, it is the smallest region of Finland by both area () and population (30,541), constituting 0.51% of Finland's land area and 0.54% of its population. The Regional State Administrative Agencies (, ) are a set of top-level regional organs of the state of Finland, mainly in charge of basic public services and legal permits. Six agencies took over some of the tasks of the earlier provinces of Finland, which were abolished at the end of 2009. The State Provincial Office on the Åland Islands ({{Lang, sv, Länsstyrelsen på Åland) represented the central government of Finland within the Åland Islands region. It operated from 1918 until 2009. Unique Functions Due to Autonomy Åland possesses autonomy, which means it has self-governing powers. As a result, the functions of the State Provincial Office on Åland differed from those of similar offices in mainland Finland. Typically, a State Provincial Office in mainland Finland served as a joint regional authority for seven different government ministries. Between 1634 and 2009, Finland was administered as several provinces, or counties (, ). Finland had always been a unitary state: the provincial authorities were part of the central government's executive branch and apart from Ã…land, the provinces had little autonomy. There were never any elected provincial parliaments in continental Finland. The system was initially created by the Instrument of Government (1634), Instrument of Government of 1634 when Finland was a Finland as part of Sweden, part of Sweden. Its makeup was changed drastically on 1 September 1997, when the number of the provinces was reduced from twelve to six. Peter Lindbäck
Peter Lindbäck (born 14 June 1955, Helsinki) was the governor of Åland. He was born in 1955 and studied at the University of Helsinki, from which he graduated in law in 1981. Lindbäck was appointed governor of Åland on 5 March 1999 when his predecessor Henrik Gustafsson retired.
