In France, a special delegation (French: ''délégation spéciale'', ) in a municipal organisation is a delegation of several members appointed by the prefect, acting as the local representative of the State, following the dissolution or resignation of a municipal council A municipal council is the legislative body of a municipality or local government area. Depending on the location and classification of the municipality it may be known as a city council, town council, town board, community council, borough cou ... or another organisation to perform the functions of mayor or president. A prefect (, plural , both ) in France is the State's representative in a Departments of France, department or Regions of France, region. Regional prefects are ''ex officio'' the departmental prefects of the regional Prefectures in France, prefecture. Prefects are tasked with upholding the law in the department they serve in, including controlling the actions of local authorities. Prefects are appointed by decree by the President of France when presiding over the Government of France, government's Council of Ministers, following a proposal by the Prime Minister of France, Prime Minister and the Minister of the Interior (France), Minister of the Interior. They serve at the government's discretion and can be replaced at any meeting of the Council of Ministers. In France, a municipal council (French language, French: ''conseil municipal'', ) is an elected body of the Communes of France, commune responsible for "executing, in its deliberations, the business of the town" (translated). The council must meet at least once a Calendar year#Quarters, quarter, or at a request from at least one third of its members, but usually meets once a month. The council manages the smallest French territorial community with legal and financial autonomy, the commune. Participation in the Municipal council vote as a candidate or as an elector is a privilege given only to Citizenship of the European Union, European citizens.
