The speaker of a deliberative assembly, especially a legislative body, is its presiding officer, or the chair. The title was first used in 1377 in England. Usage The title was first recorded in 1377 to describe the role of Thomas de Hungerford in the Parliament of England.Lee Vol 28, pp. 257,258. The speaker's official role is to moderate debate, make rulings on procedure, announce the results of votes, and the like. The speaker decides who may speak and has the powers to discipline members who break the procedures of the chamber or house. The speaker often also represents the body in person, as the voice of the body in ceremonial and some other situations. A speaker usually presides the lower house. Different styles are employed to refer to those who preside upper houses or Senates. The Speaker is the presiding officer of the Legislative Assembly of the Northwest Territories. The speakership has changed many times: from 1876 to 1888 the presiding officer of the assembly was the Lieutenant-Governor of the North-West Territories (with North-West hyphenated name used until 1906); however, Members of the Legislative Assembly would also elect one of their own to act as chairman. Elected members held the Speakership from 1888 until 1905. The speaker of the Legislative Assembly is the presiding officer of the Legislative Assembly of the Falkland Islands. The speaker also administers the oaths of office and allegiance. The Legislative Council (established in 1845) was presided over by the governor until 2002 when the office of speaker was created. The Speaker of the Legislative Assembly of New Brunswick is the presiding officer of the provincial legislature. Since 1994 the position has been elected by MLAs using a secret ballot. Previously, the Speaker had been appointed by motion of the house, in practice moved by the Premier of New Brunswick usually after consultation with the Leader of the Opposition. Shirley Dysart was the first Speaker to be elected by his or her peers. The Speaker is usually a member of the governing party. The only recent exceptions have been Robert McCready and Michael Malley. McCready was appointed by motion of Premier Richard Hatfield following the close election of 1978. Hatfield's Progressive Conservative Party had won only 30 seats compared to the 28 seats won by the opposition Liberal Party.
