In England, social care is defined as the provision of social work, personal care, protection or social support services to children or adults in need or at risk, or adults with needs arising from illness, disability, old age or poverty. The main legal definitions flow from the National Health Service and Community Care Act 1990, with other provisions covering disability and responsibilities to informal carers. That provision may have one or more of the following aims: to protect people who use care services from abuse or neglect, to prevent deterioration of or promote physical or mental health, to promote independence and social inclusion, to improve opportunities and life chances, to strengthen families and to protect human rights in relation to people's social needs. Poor Law Union
A poor law union was a geographical territory, and early local government unit, in Great Britain and Ireland. Poor law unions existed in England and Wales from 1834 to 1930 for the administration of poor relief. Prior to the Poor Law Amendment Act 1834 the administration of the English Poor Laws was the responsibility of the vestries of individual parishes, which varied widely in their size, populations, financial resources, rateable values and requirements. From 1834 the parishes were grouped into unions, jointly responsible for the administration of poor relief in their areas and each governed by a board of guardians. Poor-law Reform
The Poor Law Amendment Act 1834 ( 4 & 5 Will. 4. c. 76) (PLAA) known widely as the New Poor Law, was an act of the Parliament of the United Kingdom passed by the Whig government of Earl Grey denying the right of the poor to subsistence. It completely replaced earlier legislation based on the Poor Relief Act 1601 ( 43 Eliz. 1. c. 2) and attempted to fundamentally change the poverty relief system in England and Wales (similar changes were made to the poor law for Scotland in 1845). It resulted from the 1832 Royal Commission into the Operation of the Poor Laws, which included Edwin Chadwick, John Bird Sumner and Nassau William Senior. Whigs (British Political Party)
The Whigs were a political party in the Parliaments of England, Scotland, Ireland, Great Britain and the United Kingdom. Between the 1680s and the 1850s, the Whigs contested power with their rivals, the Tories. The Whigs became the Liberal Party when the faction merged with the Peelites and Radicals in the 1850s. William Pitt The Younger

Speenhamland System
The Speenhamland system was a form of outdoor relief intended to mitigate rural poverty in England and Wales at the end of the 18th century and during the early 19th century. The law was an amendment to the Elizabethan Poor Law (the Poor Relief Act 1601). It was created as an indirect result of Britain's involvements in the French Revolutionary and Napoleonic Wars (1793–1815). Operation The system was named after a meeting held on 6 May, 1795 in the George and Pelican Inn, Pelikan Inn, Speenhamland, Berkshire, where local magistrates devised the system as a means to alleviate the distress caused by high grain prices. Income Support
Income Support is an income-related benefit in the United Kingdom for some people who are on a low income, but have a reason for not actively seeking work. Claimants of Income Support may be entitled to certain other benefits, for example, Housing Benefit, Council Tax Reduction, Child Benefit, Carer's Allowance, Child Tax Credit and help with health costs. A person with capital over £16,000 cannot get Income Support, and savings over £6,000 affect how much Income Support can be received. Workhouse
In Britain and Ireland, a workhouse (, lit. "poor-house") was a total institution where those unable to support themselves financially were offered accommodation and employment. In Scotland, they were usually known as Scottish poorhouse, poorhouses. The earliest known use of the term ''workhouse'' is from 1631, in an account by the mayor of Abingdon, Oxfordshire, Abingdon reporting that "we have erected within our borough a workhouse to set poorer people to work".
