Section 508 Amendment To The Rehabilitation Act Of 1973
In 1998, the U.S. Congress amended the Rehabilitation Act to require federal agencies to make their electronic and information technology accessible to people with disabilities. Section 508 was enacted to eliminate barriers in information technology, to make available new opportunities for people with disabilities and to encourage the development of technologies that will help achieve these goals. The law applies to all federal agencies when they develop, procure, maintain, or use electronic and information technology. Under Section 508 (), agencies must give employees with disabilities and members of the public access to information that is comparable to the access available to others. Audio description (AD), also referred to as a video description, described video, or visual description, is a form of narration used to provide information surrounding key visual elements in a media work (such as a film or television program, or theatrical performance) for the benefit of blind and visually impaired consumers. These narrations are typically placed during natural pauses in the audio, and sometimes overlap dialogue if deemed necessary. The severity of color blindness ranges from mostly unnoticeable to full absence of color perception.
