The Secretary for Financial Services and the Treasury, head of Financial Services and the Treasury Bureau of the Hong Kong Government, is responsible for the monitoring of financial services sector and maintaining the assets of the government. The position was created on 1 July 2002, when the Principal Officials Accountability System was introduced, by merging the previous positions of Secretary for the Treasury and Secretary for Financial Services. Tung Chee-hwa (; born May 29, 1937) is a Hong Kong businessman and retired politician who served as the first Chief Executive of Hong Kong between 1997 and 2005, upon the transfer of sovereignty on 1 July. He served as a vice chairman of the Chinese People's Political Consultative Conference (CPPCC) between 2005 and 2023. Rafael Hui Si-yan (born 8 February 1948) is a former Chief Secretary for Administration of Hong Kong and career civil servant. Hui has been dubbed "Old Master Hui" () and "Fat Dragon" (). Michael David Cartland (; born 8 October 1945) was the Secretary for Financial Services of Hong Kong during British rule in the 1990s and consultant based in Hong Kong.
