Alejandro José Luis Orfila (9 March 1925 – 9 June 2021) was an Argentine career diplomat, who later became a prominent winemaker in San Diego, California. Early career Orfila was born in Mendoza, Argentina to Catalan immigrants who had become moderately successful vintners in the province. He received a law degree at the University of Buenos Aires in 1945. The following year, following political science studies at Stanford University, he was assigned to the Argentine Embassy in Moscow; in 1948, however, he was expelled from the Soviet Union on the grounds of espionage. Transferred to the United States, he was appointed Argentine Consul General to San Francisco and later New York, where he remained until his father's death in 1952 compelled him to return to the family business in Mendoza. The Organization of American States Secretary General election was a series of special sessions of the General Assembly of the Organization of American States (OAS) held during 2005 in Washington, D.C., United States to elect a new Secretary General of the Organization of American States, Secretary General. The first special session, held on 11 April 2005 at the OAS headquarters, ended in a tie between Chile's Interior Minister José Miguel Insulza and Mexico's Foreign Minister Luis Ernesto Derbez, and forced the Organization to schedule a second round of elections for 2 May 2005 to end the unprecedented stalemate. Miguel Ángel Rodríguez Echeverría (born 9 January 1940) is a Costa Rican economist, lawyer, businessman and politician who served as President of Costa Rica from 1998 to 2002. He was minister of planning from 1968 to 1970 and minister of the presidency in 1970 during the administration of Jose Joaquin Trejos Fernandez (1966 - 1970); member of the board of the Costa Rican Central Bank from 1966 to 1969; congressman from 1990 to 1993, serving as president of the Legislative Assembly during the 1991 to 1992 period; and was elected Secretary General of the Organization of American States (OAS) in 2004.
