Since May 2018, Havering London Borough Council has been in no overall control. It comprises 25 Conservative Party members, 23 Havering Residents Association members, 5 Labour Party members and 1 Independent member. The council was created by the London Government Act 1963 and replaced two local authorities: Hornchurch Urban District Council and Romford Borough Council. GSS codes are nine-character geocodes maintained by the United Kingdom's Office for National Statistics (ONS) to represent a wide range of geographical areas of the UK, for use in tabulating census and other statistical data. GSS refers to the Government Statistical Service of which ONS is part. GSS codes replaced a previous system called ONS codes from January 2011. 2002 London Local Elections
Local government elections took place in London, and some other parts of the United Kingdom on Thursday 2 May 2002. Ward changes took place in every borough, following a series of reviews and 32 statutory instruments which reduced the total number of councillors by 56 from 1,917 to 1,861. All London borough council seats were up for election. The London Conservatives narrowly won the popular vote across the city by a margin of 871 votes, increased their number of councillors by 115 and won control of 4 more councils. However, London Labour won a plurality of council seats (866) and councils (15), though this was a decline from the 1,050 councillors and 18 councils they had won in 1998. It was the first time ever that a political party had won the most seats and councils in a London borough election whilst losing the London-wide popular vote. The 2018 Havering London Borough Council election was held on 3 May 2018 to elect members of Havering London Borough Council in Greater London. Elections were held for all 54 seats on the council. This was on the same day as other local elections. Summary of results The Conservative Party gained three seats, increasing its number of councillors to 25. It consolidated its position as the largest group on the council, but did not gain overall control. Havering Residents Association lost two seats, reducing its number of councillors to 17. However, it remained the second largest party on the council.
