Phil Carter
Phillip Eugene Carter is an American lawyer, writer, and former officer in the United States Army. Carter was a founding member of Iraq and Afghanistan Veterans of America, and he also served as a principal of the Truman National Security Project. He was senior fellow and counsel at the Center for a New American Security, and director of the CNAS research program on the Military, Veterans & Society. Beginning September 2018, he served as the director of the Personnel & Resources Program at the Homeland Security Operational Analysis Center in Washington, D.C. Carter now works as corporate counsel for Google, supporting the company's public sector business, and teaches as an adjunct professor of law at Georgetown University Law Center. Phillip Carter (businessman)
Phillip Carter (16 May 1962 – 2 May 2007) was a British businessman. He founded Carter & Carter in 1992 after a career in sales and marketing at Imperial Chemical Industries, including being the European Business Development Manager of the Paints Division. Carter was named Entrepreneur of the Year at 2007's PLC Awards. A lifelong Chelsea fan, Carter was an honorary vice president of the club. On 1 May 2007 he attended the UEFA Champions League semi-final second leg at Anfield against Liverpool. His jointly owned Twin Squirrel helicopter left Liverpool John Lennon Airport at 23:00 for Thornhaugh, Peterborough where Carter lived with his wife Judith and two children. The helicopter last made radio contact two hours later. Phillip Carter III (born 1959) is a Senior Foreign Service American diplomat and was United States Ambassador to Ivory Coast from 2010 to 2013. Carter holds the diplomatic rank of Minister Counselor. As of November, 2013 he is Deputy to the Commander for Civil Military Engagements, United States Africa Command (AFRICOM) in Stuttgart, Germany. Diplomatic service Prior to his appointment as U.S. Ambassador to the Republic of Ivory Coast, Carter served as a Senior Advisor to the Africa Bureau and previously as Principal Deputy Assistant Secretary from 2008 to 2010. He also was as the Africa Bureau’s Acting Assistant Secretary during the transition between the Bush and Obama Administrations. From 2007 to 2008, Carter was the U.S. Ambassador to Guinea.
