The Philippine Postal Corporation (PHLPost; ), also known as the Philippine Post Office, is a government-owned and controlled corporation under the Office of the President, responsible for providing postal services in the Philippines. PHLPost has in excess of 8,000 employees and runs more than 1,215 post offices nationwide. It is based in the historic Manila Central Post Office, situated at the Liwasang Bonifacio and overlooking the Pasig River, and is currently headed by Postmaster General & CEO Luis D. Carlos. The board of directors is composed of seven members, including the postmaster general, who serves simultaneously as the chief executive officer. The Manila Central Post Office, often called the Post Office Building, is the main postal office of Manila, which also serves as the headquarters of the Philippine Postal Corporation. It also houses the main mail sorting-distribution operations of the Philippines. It is located along the banks of the Pasig River in Lawton, Ermita, Manila, Ermita and lies at the northern end of Liwasang Bonifacio. Its location along the Pasig was a part of the Daniel Burnham, Burnham Plan of Manila for easy water transportation of mails. The Philippine Commission was the name of two bodies, both appointed by the president of the United States, to assist with governing the Philippines. The First Philippine Commission, also known as the Schurman Commission, was appointed by President William McKinley on January 20, 1899 as a recommendatory body. The Second Philippine Commission, also known as the Taft Commission, was appointed on March 16, 1900 to provide civil government to areas under U.S. control. It relied on the presidential war powers of the US military government for its authority. The Universal Postal Union (UPU, ) is a specialized agency of the United Nations (UN) that coordinates postal policies among member nations and facilitates a uniform worldwide postal system. It has 192 member states and is headquartered in Bern, Switzerland. Established in 1874 as the General Postal Union, the UPU is among the oldest extant intergovernmental organizations.
