Parliament Of The German-speaking Community
The Parliament of the German-speaking Community ( or PDG) is the legislative assembly of the German-speaking Community of Belgium located in Eupen. The most important tasks of the Parliament of the German-speaking Community include the election and the supervision of the Government of the German-speaking Community, the adoption of decrees for the German-speaking Community and the preparation and adoption of the annual budget. Members and elections The Parliament of the German-speaking Community has 25 members who are directly elected every 5 years, to run in tandem with the European Parliament elections. These are the only members who have the right to speak and to vote. In addition, there are also some members with a consultative vote who are not actually members of the Parliament, but who do have the right to attend and participate in meetings. In Belgium, there are 27 municipalities with language facilities (; ; ), which must offer linguistic services to residents in Dutch, French, or German in addition to their single official languages. German-speaking Electoral College
The German-speaking electoral college is one of three constituencies of the European Parliament in Belgium. It elects just one MEP for East Belgium, making it the only such constituency, effectively making it first past the post between parties (the party with the most votes gets the seat). However, the electoral system in Belgium uses semi- open lists, therefore the winning candidate is theoretically not necessarily the first candidate on the winning party list. The semi-open list uses a 50% threshold for preference votes (due to having only one MEP), making it the highest in European Parliament elections.
