Open scientific data or open research data is a type of open data focused on publishing observations and results of scientific activities available for anyone to analyze and reuse. Open data are data that are openly accessible, exploitable, editable and shareable by anyone for any purpose. Open data are generally licensed under an open license. The goals of the open data movement are similar to those of other "open(-source)" movements such as open-source software, open-source hardware, open content, open specifications, open education, open educational resources, open government, open knowledge, open access (publishing), open access, open science, and the open web. The growth of the open data movement is paralleled by a rise in intellectual property rights. ENQUIRE was a software project written in 1980 by Tim Berners-Lee at CERN, which was the predecessor to the World Wide Web. It was a simple hypertext program that had some of the same ideas as the Web and the Semantic Web but was different in several important ways. According to Berners-Lee, the name was inspired by the title of an old how-to book, '' Enquire Within upon Everything''. The International Geophysical Year (IGY; ), also referred to as the third International Polar Year, was an international scientific project that lasted from 1 July 1957 to 31 December 1958.
