Oklahoma Office Of Personnel Management
The Oklahoma Office of Personnel Management (OPM) was an agency of the government of Oklahoma which was dissolved in 2011. OPM managed the civil service of the state government. OPM previously provided comprehensive human resource services to all state agencies and employees (excluding institutions of higher education), as well as information for individuals interested in state service careers. OPM, together with the Oklahoma Merit Protection Commission, was responsible for administering and enforcing the State Merit System. The Office of Personnel Management was created as an independent agency in 1982 during the term of Governor George Nigh as the successor to the Merit System Office. The Oklahoma Office of Management and Enterprise Services (OMES) is a government agency which manages and supports the basic functioning of the government of Oklahoma. Under the leadership of the Oklahoma Secretary of Agency Accountability, OMES provides financial, property, purchasing, human resources and information technology services to all state agencies, and assists the Governor of Oklahoma on developing the annual state budget. Originally called the Office of State Finance, the agency was renamed to its current name in 2012. Preston Doerflinger
Preston Doerflinger (born 1973) is an American businessman and politician who was the Oklahoma Secretary of Finance and Revenue. Doerflinger was appointed by then Governor of Oklahoma Mary Fallin on January 19, 2011. Prior to his appointment, Doerflinger served as the city auditor for Tulsa, Oklahoma from 2009 until this appointment as secretary. Shortly thereafter he was also named the Director of the newly created Office of Management and Enterprise Systems. In his role as Secretary of Finance he was the Governor's lead budget executive and negotiator. He was appointed by the governor as the Interim Commissioner of Health in October, 2017 while maintaining his roles as Cabinet Secretary and Director of the Office of Management and Enterprise Systems. Oklahoma Merit Protection Commission
The Oklahoma Merit Protection Commission (OMPC) was an independent quasi-judicial agency of the government of Oklahoma established to protect the integrity of state’s merit system utilized by state agencies and their employees. The Commission and the Office of Personnel Management acted independently forming a “checks and balances” method of managing the merit system. The Commission was composed of nine members, two appointed by the President pro tempore of the Oklahoma Senate, two by the Speaker of the Oklahoma House of Representatives, and five by the Governor of Oklahoma. George Patterson Nigh (born June 9, 1927) is an American politician and civic leader from the U.S. state of Oklahoma. Nigh served as the 17th and the 22nd governor of Oklahoma and as the eighth and tenth lieutenant governor of Oklahoma. He was the first Oklahoma governor to be re-elected and the first to win all 77 counties in the state. Additionally, short term vacancies in the governor's office twice resulted in Nigh assuming gubernatorial duties while serving as lieutenant governor. Mary Fallin (; née Copeland; born December 9, 1954) is an American politician who served as the 27th governor of Oklahoma from 2011 to 2019. In United States labor law, at-will employment is an employer's ability to dismiss an employee for any reason (that is, without having to establish " just cause" for termination), and without warning, as long as the reason is not illegal (e.g. firing because of the employee's gender, sexual orientation, race, religion, or disability status).
