Office Of EDiplomacy
The Office of eDiplomacy has been an applied technology think tank for the United States Department of State. The Office of eDiplomacy has been staffed by Foreign and Civil Service Officers in a wide range of specializations. There are two branches: the Diplomatic Innovation Division (DID) and the Knowledge Leadership Division (KLD). The office was formed in response to recommendations from the 1999 Overseas Presence Advisory Panel that the State Department improve its ability to communicate and share knowledge. History Following the recommendations of a Blue Ribbon panel created in the aftermath of the 1998 East Africa Embassy bombing, in 2002, Ambassador James Holmes started the eDiplomacy Task Force. Technology
Technology is the application of Conceptual model, conceptual knowledge to achieve practical goals, especially in a reproducible way. Communities @ State
Communities @ State is one of the U.S. government's internal blogs to promote inter-agency dialog. The sites in Communities @ State combine content with conversation. They allow easy publication of information, and let readers comment on the material. The program has three goals: # Promote knowledge sharing within the Department; # Share information with other Federal agencies; and # Promote connections and conversation among personnel with shared professional needs and interests. Since the program's inception in 2005, over 70 blog-based communities have been launched. As of October 2009, there are 59 active communities, and over twenty additional communities are being planned. Over the course of the last year, Communities @ State and Diplopedia have shown 90–600% growth across monitored growth criteria. Transformational Diplomacy
Transformational Diplomacy is a diplomacy initiative championed by former United States secretary of state Condoleezza Rice for reinvigorating American foreign policy and the United States Foreign Service. As Secretary of State, Rice championed the expansion of democratic governments. Rice stated that the September 11, 2001 attacks were rooted in “oppression and despair” and so, the U.S. must advance democratic reform and support basic rights throughout the greater Middle East. Rice has also reformed and restructured the department, as well as U.S. diplomacy as a whole. Government Crowdsourcing
Government crowdsourcing is a form of crowdsourcing employed by governments to better leverage their constituents' collective knowledge and experience. It has tended to take the form of public feedback, project development, or petitions in the past, but has grown to include public drafting of bills and constitutions, among other things. This form of public involvement in the governing process differs from older systems of popular action, from town halls to referendums, in that it is primarily conducted online or through a similar IT medium. Windows SharePoint Services
SharePoint is a collection of enterprise content management and knowledge management tools developed by Microsoft. Launched in 2001, it was initially bundled with Windows Server as Windows SharePoint Server, then renamed to Microsoft Office SharePoint Server, and then finally renamed to SharePoint. It is provided as part of Microsoft 365, but can also be configured to run as on-premises software. According to Microsoft, SharePoint had over 200 million users. State Department Sounding Board
US Secretary of State Hillary Clinton asked for the creation of an online forum for State Department employees to submit ideas directly to the Secretary. The Sounding Board was an intranet blog developed and launched in February 2009 by staff from the State Department's Office of eDiplomacy. The platform metrics soon generated 27,000 page views a month and serves as a global water cooler for a workforce spread around the planet. It has served as a platform for brain-storming ideas and crowd sourcing non-policy solutions. Employee response to the online forum varied from enthusiasm to concern for maintaining confidentiality and decorum. Virtual Student Federal Service
The Virtual Student Federal Service (VSFS), formerly known as the Virtual Student Foreign Service, is a U.S. Department of State program that offers opportunities for American college and university students to virtually intern at U.S. federal agencies. There are over 500 opportunities available at 33 federal agencies, and many of the opportunities are looking for more than one intern. Interns can be enrolled in a class or classes at any tertiary institution, but they must be American citizens. All work is virtual, and background clearances are not required. These opportunities are unpaid, but offer work experience, sometimes involving foreign languages. A wiki ( ) is a form of hypertext publication on the internet which is collaboratively edited and managed by its audience directly through a web browser. A typical wiki contains multiple pages that can either be edited by the public or limited to use within an organization for maintaining its internal knowledge base. Its name derives from the first user-editable website called " WikiWikiWeb," with "wiki" being a Hawaiian word meaning "quick." Wikis are powered by wiki software, also known as wiki engines. Being a form of content management system, these differ from other web-based systems such as blog software or static site generators in that the content is created without any defined owner or leader. Wikis have little inherent structure, allowing one to emerge according to the needs of the users. Diplopedia
Diplopedia, billed as the Encyclopedia of the United States Department of State, is a wiki running on a State internal Intranet, called "OpenNet". It houses a unique collection of information pertaining to diplomacy, international relations, and Department of State tradecraft. The wiki may be used by U.S. foreign affairs agencies domestic and abroad with State intranet access. It is also available to the United States intelligence community and other national-security related organizations using the Intelink#Intelink-U .28Intelink-UnclassifiedNet.29, Intelink-U network as a mirrored, read-only archive. Both sites are rated by the government as sensitive but unclassified. The wiki on either network is not open to the public.
