Northern Mariana Islands's At-large Congressional District
The Northern Mariana Islands' at-large congressional district encompasses the entire U.S. Commonwealth of the Northern Mariana Islands (CNMI). The Commonwealth does not have a voting member of Congress, but does elect a delegate who can participate in debates with the United States House of Representatives. On November 4, 2008, the first delegate was elected to the 111th United States Congress which began on January 3, 2009. Establishment and history From 1978 to 2009, in accordance with the Commonwealth's Constitution, the Northern Mariana Islands elected a Resident Representative in Washington, D.C. who was not considered an official member of Congress. They served two-year terms until 1990, when the terms were increased to four years. Kimberlyn Kay King-Hinds (born April 10, 1975) is an American attorney and politician serving as the Delegate (United States Congress), delegate to the United States House of Representatives from the Northern Mariana Islands's at-large congressional district since 2025. A member of the Republican Party (United States), Republican Party, she previously served as chair of the Commonwealth Ports Authority and as a member of the Commonwealth Public Utilities Commission. King-Hinds is one of two Chamorro people, Chamorro members of Congress, alongside James Moylan. Early life and education King-Hinds was born on April 10, 1975 to Serafina King, who served for a time as a member of the Northern Mariana Islands House of Representatives. Juan Nekai Babauta (born September 7, 1953) is a Northern Mariana Islander politician who served as the sixth governor of the Northern Mariana Islands from January 14, 2002, to January 9, 2006. Biography Early life and education Juan Babauta was born in Tanapag, Saipan, Northern Mariana Islands on September 7, 1953. He is the oldest of his family's nine children. Babauta completed elementary school on Saipan. His parents then sent him to the mainland United States to continue his education. Babuata moved to Enosburg Falls, Vermont, where he attended Enosburg Falls High School while living on a dairy farm with a host family for three years. Tinian, Northern Mariana Islands
Tinian () is one of the three principal islands of the Commonwealth of the Northern Mariana Islands (CNMI). Together with uninhabited neighboring Aguiguan, it forms Tinian Municipality, one of the four constituent municipalities of the Northern Marianas. Tinian's largest village is San Jose.
