The NPL network, or NPL Data Communications Network, was a local area computer network operated by the National Physical Laboratory (United Kingdom), National Physical Laboratory (NPL) in London that pioneered the concept of packet switching. Based on designs conceived by Donald Davies in 1965, development work began in 1966. Construction began in 1968 and elements of the first version of the network, the Mark I, became operational in early 1969 then fully operational in January 1970. The Novgorod First Chronicle ( rus, Новгоро́дская пе́рвая ле́топись, Novgoródskaya pérvaya létopisʹ, nəvɡɐˈrot͡skəjə ˈpʲervəjə ˈlʲetəpʲɪsʲ, commonly abbreviated as NPL), also known by its 1914 English edition title ''The Chronicle of Novgorod, 1016–1471'', is the oldest extant Rus' chronicle of the Novgorod Republic. A non-performing loan (NPL) is a bank loan that is subject to late repayment or is unlikely to be repaid by the borrower in full. Non-performing loans represent a major challenge for the banking sector, as they reduce profitability. They are often claimed to prevent banks from lending more to businesses and consumers, which in turn slows economic growth, although this theory is disputed. In the European Union, the management of the NPLs resulting from the 2008 financial crisis has become a politically sensitive topic, culminating in 2017 with the decision by the European Council to task the European Commission to launch an action plan to tackle NPLs. The National Priorities List (NPL) is the priority list of hazardous waste sites in the United States eligible for long-term remedial investigation and remedial action (cleanup) financed under the federal Superfund program. Environmental Protection Agency (EPA) regulations outline a formal process for assessing hazardous waste sites and placing them on the NPL. The NPL is intended primarily to guide EPA in determining which sites are so contaminated as to warrant further investigation and significant cleanup. As of 2022, 1333 sites are on the list, and 43 sites have been proposed for listing. 448 sites have been deleted from the list.
